Seit dem 19. Jahrhundert veröffentlichen Staaten Dokumente zur Information und Rechtfertigung ihrer Außenpolitik. Diese Publikationen wurden nicht nur streng zensiert, sondern die Dokumente teilweise regelrecht entstellt. Im "Krieg der Dokumente" um die Frage nach der Schuld am Ausbruch des Ersten Weltkriegs gingen zuerst Deutschland und dadurch genötigt auch England und Frankreich dazu über, die Dokumente von "objektiven" Wissenschaftlern edieren zu lassen. Eine ähnliche Professionalisierung durchliefen auch die "Foreign Relations of the United States". Im Zweiten Weltkrieg erhielt die Dokumentenfrage erneut Brisanz, als die Alliierten deutsche Archive erbeuteten. Aus einer zunächst rein nachrichtendienstlichen Operation folgte im Kalten Krieg das historische Editionsprojekt der "Akten zur deutschen auswärtigen Politik", in dem historische Quellen auch als Instrument der Propaganda benutzt wurden. Der Autor analysiert in dieser Studie das Spannungsverhältnis zwischen Geschichtswissenschaft und Politik, betrachtet staatliche Zensoren und Historiker zwischen wissenschaftlicher Ethik und Staatsräson. |

Zala focuses his account on the edition of the "Documents on German Foreign Policy" - documents that the US army, at the end of the Second World War, uncovered hidden in Thuringia. They were confidential documents from the archives of the German Foreign Office that had been evacuated. After the war, the United States commenced to publish these documents. Especially the documents on German relations with the Soviet Union and the discovery of the top secret additional protocol to the Soviet-German non-aggression pact of 1939 - dividing Poland up between both states - made them an excellent tool in the Cold War. Zala shows how these documents were used politically, but also what kind of controversies went on because of them in diplomatic channels. |
