Summary: This study documents the military's expansion into civilian affairs such as rural development, peace-keeping duties, and mass mobilization in rural and urban areas. In doing so, the military has encroached upon the sphere of civilian politicians. The military's view is that it is not only the guardian but the "builder" of democracy.
