Summary: Using as a point of departure the World Bank's views on the development problems facing Africa, the authors look at donor policy and describe some of the challenges facing outside agencies, assess the experiences of particular African countries with World Bank programs and with adjustment policies, and pose some broad political and economic questions that are at risk of being overlooked in the search for immediate cures to Africa's development dilemmas.
